| Staggering Losses In Welfare Incomes Thu, 24 Aug 2006 14:47:20 -0400 In Alberta, the income in real dollars of a single person on welfare has decreased by almost 50 percent since 1986. Since 1992 in Ontario, the welfare income of a lone parent with one child has decreased by almost $6,600 and a couple with two children has lost just over $8,700. The National Council of Welfare's report, Welfare Incomes 2005, paints a dismal picture, and one that is getting worse. When adjusted for inflation, many 2005 welfare incomes were lower than they were in 1986. Most welfare incomes peaked in 1994 or earlier. Some of the losses between the peak year and 2005 are staggering, with one-third of households losing $3,000 or more. Five provinces-Ontario, Manitoba, Saskatchewan, Alberta and British Columbia-recorded the lowest levels of welfare incomes between 2000 and 2005. In 2005, the income of a single employable person on welfare in New Brunswick amounted to $3,427-just 19 percent of the poverty line. Lone parent families in Alberta, Canada's richest province, received just $12,326-only 48 percent of the poverty line. All welfare incomes continued to remain far below the poverty line in 2005. With few exceptions, the day-to-day lives of over 1.7 million Canadians receiving welfare - 5 percent of the population - only became more difficult. | The Cuban Mirage: Self-Deception in Miami and Washington Fri, 18 Aug 2006 04:18:10 -0400 For many of the anti-Castro exiles dancing along Miami’s Calle Ocho on Monday, July 31, the announcement of a temporary transfer of power by aging revolutionary Fidel Castro to his younger brother Raúl, marked the happiest of moments as well as the end of a troubled epoch in their lives. While Cuba awaits Fidel’s recovery from gastrointestinal surgery, the rest of the world is left contemplating what will occur if he fails to recuperate, or if he decides not to return to his position as the maximum leader. As Cuba’s closest neighbor and the world’s professed patron of democratization, the United States would seem to be the most likely candidate to aid in the island nation’s transition into its post-Castro era. Unfortunately, however, Washington has recklessly used its policy towards Cuba as a legislative Christmas tree, under which anti-Castro Miami hardliners are able to place gifts of political patronage. Private campaign donations of a few million dollars to both Republican and Democratic candidates are exchanged for hundreds of millions of dollars in U.S. taxpayer funds which Miami hardliners obtain as backing for pet anti-Castro projects such as Radio and TV Martí, and scores of other pork barrel entitlements. All told, in its attempt to “aid” Cubans by slavishly following the goading of Miami ideologues, the U.S. has devoted billions of dollars in public funds to bring about a variety of outlandish projects, directed at vilifying Castro’s regime. | Fisheries Minister Presides Over Cod Stock Destruction Tue, 15 Aug 2006 14:39:59 -0400 By Myles Higgins So, if you live in Newfoundland or Labrador, did you actually make it out on the salt water over the past few of weeks to catch the 5 fish per day you have been permitted to take during August? Boy isn’t it grand how Ottawa has finally let us have access to the fish off our coast? Now we can catch enough for the odd meal or two before the season is over. I just hope they see fit to let us do it all over again a year from now and I believe they just might, if we are all really good and don’t do anything to “rock the boat” so to speak. If you detected the strong smell of sarcasm in the previous paragraph you get an big ‘A’ for paying attention, if you didn’t, then you’re likely a member of the Canadian government. I mean come on folks, enough is enough, either the fish stocks are in trouble and need protection or they’re not, which is it? On one hand we have the Fisheries Minister telling Newfoundlanders and Labradoreans over and over just how lucky they are to be able to get out on the water for a few days. Then, the next thing you know he’s all over the news warning everyone to be good little boys and girls and not to abuse this wonderful thing he’s done. No sir, you better not abuse this gift he’s bestowed by or you’ll lose it quicker than you can say, “Please pass the hard bread and water”. After all everyone needs to do their part to protect this delicate species right? Wrong, apparently Newfoundlanders and Labradoreans are expected to do their part but not Ottawa itself and certainly not the Department of Fisheries and Oceans. | Hugo Chávez’s Challenge to U.S. Preeminence in Latin America Tue, 15 Aug 2006 14:35:37 -0400 Chávez’s Anti-U.S. Initiatives Remain More Bark Than Bite Venezuelan President Hugo Chávez’s political and ideological opposition to the United States has led to an escalating antagonism between the two countries, challenging the super-power’s deep-rooted preeminence in the region. Though Washington has historically enjoyed a positive, albeit asymmetrical, relationship with Venezuela, the U.S. has increasingly resorted to verbal jabs and more menacing gestures at its former ally since the dramatic rise to power of Venezuela’s flamboyant president in 1998. Unlike his predecessors, Chávez refuses to kowtow to U.S. policy. He has presented a socialist-leaning economic and social program that rejects both the neoliberal reforms promoted by the U.S.-endorsed Washington Consensus and the imperialist nature of U.S. activity in Latin America. Endowed with vast supplies of oil, Chávez seeks to expand his utopian vision throughout the entire region by working to export his populist “Bolivarian Revolution.” Fearing that its own historical hegemony over the region is being threatened, the U.S. has expressed grave concern over Chávez’s leftist orientation, authoritarian character and support of countries it classifies as “rogue regimes.” Ultimately, we can best understand the deterioration of U.S.-Venezuelan relations as a result of Chávez’s rejection of the long-standing status quo that confirms U.S. dominance in Latin America. | In Pursuit of the Pink, White and Green Mon, 14 Aug 2006 14:05:28 -0400 Simply Put, Pink is Pink - Get The Colours Right By Myles Higgins I’ve long been a proponent of an empowered and emboldened Newfoundland and Labrador but I have to admit there are times when I question whether or not my words, and those of others, are falling on deaf ears. At times there seems to be strong movement afoot to re-take control of our destiny, but at others this sentiment seems almost non-existent, a figment of an overactive imagination if you will. It’s at times like these, when frustrations run high and apathy creeps into the old bones, that a little dash of encouragement goes a long, long way. Having lived just outside the city of St. John’s for the past decade now, I sometimes wonder if the new economic reality in this area has been the catalyst spurring people here into thinking about alternatives to the status quo. Those thoughts, by their very nature, lead one to the suspicion that perhaps, as is the case with many other issues in these parts, that the rest of the Province might not give a rat’s ass about examining our political future or the potential of a “made right here” NL. I wonder if perhaps keeping body and soul together and a roof over their heads might lead some to consider such thoughts to be little more than the musings of those in far better straits. | Canadian Group Seeks Immediate End of Middle East Conflict Sat, 12 Aug 2006 15:49:20 -0400 Greetings Friends, An ad hoc group of peace activists in Kamloops, B.C., has started an on-line petition to PM Stephen Harper and members of the government of Canada calling on them to actively work to bring about an immediate end to violence in the Middle East in the following ways: Issue a call for an immediate ceasefire by all parties in the current Middle East conflict and actively work on all fronts to promote this ceasefire. Take a clear and unflinching position against the targeting of civilians by any party, acknowledging that targeting of civilians is a clear violation of international humanitarian law. Utilize all resources available to move the Canadian government toward becoming a strong world advocate for the effective, fair and just application of international law in the Middle East and elsewhere. Become a staunch advocate in the international community for multilateral action rather than unilateral action to resolve conflict, and remain an advocate to effect a just resolution to establish lasting peace. Re-establish Canada's traditional modern role as a leading advocate for Peacekeeping as an effective tool for the prevention of war and atrocities against civilian populations. Immediately act to redirect Canada's military from its current orientation of engaging in war-making activities back to its traditional modern orientation of being a Peacekeeping force. | U.N. Rights Body Squanders Chance to Help Civilians Sat, 12 Aug 2006 15:39:36 -0400 Failure to Condemn Abuses by All Parties Damages Credibility By adopting a politicized resolution that looks only at Israeli abuses in the current conflict, the Human Rights Council undermined its credibility and wasted an opportunity to protect civilians in the region, Human Rights Watch said today. The council decided to establish a commission of experts to investigate deadly attacks by Israel, but took no action with regard to Hezbollah’s murderous abuses. The council concluded a special session today in Geneva. "The one-sided approach taken by the Human Rights Council is a blow to its credibility and an abdication of its responsibility to protect human rights for all," said Peggy Hicks, global advocacy director at Human Rights Watch. "This is a poor way to launch a new institution." Tunisia requested the special session of the Human Rights Council on behalf of the Group of Arab States and the Organization of the Islamic Conference (OIC). The resolution, also circulated by Tunisia for the OIC, was adopted by a vote of 27 in favor and 11 against, with eight abstentions. | Expanding the Panama Canal Thu, 10 Aug 2006 05:00:00 -0400 A Wider Canal or More Governmental Payola? In early May of 2006, Panama’s President Martin Torrijos announced the publication of the official summary of the proposed canal expansion project and rallied the nation to support the single largest public works project in that country’s history, after the construction of the Panama Canal. The fate of this project will be determined in the referendum scheduled for October 22 of this year. The expansion, proposed by the Autoridad del Canal de Panamá (ACP), includes the construction of a third set of locks as well as the expansion of existing ones, allowing for a faster transit of ships as well as accommodating larger “post-Panamax” vessels. According to the ACP, an increase in tolls and foreign loans will pay for the estimated $5.25 billion project. While the government boasts that the project will generate a vast number of jobs for its large numbers of unemployed citizens, many Panamanians are coming to the conclusion that canal expansion may not be in their best interest at this time. The Torrijos administration, like previous Panamanian governments, is packed with officials of questionable public rectitude who lack even minimal accountability. Therefore, it could be questioned whether the president and the ACP, as it is now constituted, can be trusted with such an enormous project without the further elaboration of internal controls as well as additional external protections being built into the project. | BP Announces Plan to Shutdown Prudhoe Bay Oil Field Mon, 07 Aug 2006 13:20:45 -0400 BP Acts in Response to Spill And Unexpected Corrosion BP Exploration Alaska, Inc. has begun an orderly and phased shutdown of the Prudhoe Bay oil field following the discovery of unexpectedly severe corrosion and a small spill from a Prudhoe Bay oil transit line. Shutting down the field will take days to complete. Over time, these actions will reduce Alaska North Slope oil production by an estimated 400,000 barrels per day. The decision follows the receipt on Friday, August 4 of data from a smart pig run completed in late July. Analysis of the data revealed 16 anomalies in 12 locations in an oil transit line on the eastern side of the oil field. In response to the inspection data, BP conducted follow up inspections of anomalies where corrosion-related wall thinning appeared to exceed BP criteria for continued operation. It was during these follow up inspections that BP personnel discovered a leak and small spill estimated at 4 to 5 barrels. | In Cuba Foreign Journalists Refused Entry And Denied Visas Fri, 04 Aug 2006 13:08:35 -0400 Reporters Without Borders today urged Cuba to let foreign journalists into the country "so they can do their job freely and without restriction or aggression" and said it was disappointed at the regime's refusal to allow half a dozen of them into the country and the blocking of visas for others. A group of journalists, including Alvaro Ugaz, of the Peruvian radio station RPP, and Mario Antonio Guzman, of the Chilean station Radio Cooperativa, were turned back at Havana airport on 2 August when they told interior ministry police they had come to report on the situation concerning President Fidel Castro's health. The officials said they did not have a press visa and made them leave on the flight they had arrived on. They said all journalists arriving with just a tourist visa would not be allowed in. Guzman said it would take up to three weeks to get a press visa and the journalists had decided to take a chance and see if they could get in on a tourist visa.
